754441 - Create admin featured tool

Our awesome featured manager based on collections has been deemed too simple to power the mighty apps marketplace.  We'll need to build separate functionality for the marketplace, however, without the firefox/thunderbird/seamonkey/sunbird axis, I suspect it will be a lot easier to write and to use.  Hope so anyway.

If an app doesn't have "Featured graphics" (which are added in the admin section of the app-edit pages) then they shouldn't be shown on the front end ever.  You can stick a warning on the listing on the admin page if you think that'll be confusing later.

Sponsoring is a flag tied to the feature-status, not the app.  Right now sponsoring means nothing - I've asked fligtar to clarify what it does.

I'm attaching a crude mockup I drew on the whiteboard which I hope answers more questions than it creates.  Let me know if stuff doesn't make sense.

This is going to need work past changing the color to red.  I was picturing this using the AMO style as a base (see attachment) but I didn't say that in here.  I'll file bugs for the missing features here, but I'm going to close this one.  Krupa: please verify just for basic functionality.
